🚨 SAN DIEGO—KENNY KEY NEEDS OUR HELP NOW! 🚨

This fight is bigger than Emerald Hills. It is about whether City Hall can continue ignoring communities, questionable zoning decisions, fire-safety concerns, traffic impacts and decades of demands for fair access to parks and open space.


The City Council voted 8–1 to deny the community’s appeal and approve a 123-home subdivision on the former Radio Towers hilltop—despite serious concerns over emergency access, infrastructure and reliance on a repealed zoning footnote.


Now longtime Emerald Hills resident Kenny Key is fighting back through the courts—but he should not have to carry this battle alone!

  • Projects That Fit Our Community Plan
    We advocate for buildings that align with our Greater Golden Hill Community Plan —no more than 3 stories high and with city limits on the number of ADUs (Accessory Dwelling Units).
  • Start to Finish Development Accountability
    We work to keep an eye on new projects as early as possible so we understand what developers are planning—and make sure they follow the rules set by the city and our Greater Golden Hill Community Plan.
  • Pushing for More Affordable and Attainable Housing
    We hold developers to existing affordable housing requirements, speak with public officials about protecting our mixed-income community, and look for ways to keep current housing available for low- to middle-income neighbors.
  • Protecting Nature in Our Neighborhood
    We work to protect our canyon lands and parks from being developed or damaged by high density infill projects.
  • Ensuring neighborhood fire safety
    Our fire council works with local fire departments and the Fire Safe Council of San Diego County (FSCSDC) to effectively reduce and prevent wildfire losses.
  • Making Our Voices Heard
    We speak up together to make sure our elected leaders listen to our shared goals—and take action to support them.

The A Street project is moving forward, and so is our legal challenge.

Opening briefs have now been filed by our legal team, the City of San Diego, and the developer. In its filing, the City stated that a ruling in PGGH's favor would affect not only this project, but every project relying on the planning horizon of the regional transportation plan, county-wide.

That statement underscores exactly why this case matters. The City is approving increased density in areas served only by transit that has not yet been built, based on a legal interpretation of "planned" transit that PGGH is now asking the Court of Appeal to review. This is one of the first cases to challenge that interpretation in court. Regardless of the outcome, it sends a powerful message about accountability in planning and development.
